DRAGONAIR AND WE CONSIDER A HONG KONG-PHNOM PENH AIRLINK A MONEY SPINNER, ESPECIALLY SO WHILE UNTAC IS HERE. WE SHOULD FIND THE QUICKEST WAY OF EXPLOITING IT. THE ISSUE OF TEMPORARY OPERATING PERMITS SEEMS TO BE THE ANSWER. OTHER AIR LINES OPERATING FROM DESTINATIONS OTHER THAN BANGKOK (EG MSA AND SILK) SEE NO REASON TO DELAY UNTIL AFTER THE CAMBODIAN ELECTIONS AND ARE OPERATING AT FULL CAPACITY.

2. IT SEEMS TO ME THAT FCO TELNO 23 OFFERS THE RIGHT WAY FORWARD AND I HOPE THAT DRAGONAIR CAN BE PERSUADED TO ADOPT IT FOR A NUMBER OF REASONS. FIRST, BECAUSE THE PRESENCE OF 16,000 UNTAC TROOPS, 3,500 UNTAC POLICE AND OVER 5,000 CIVILIANS PROVIDES A ONCE OFF POOL OF TRAVELLERS FOR THE NEXT SIX MONTHS OR SO, WHICH IT SEEMS SILLY TO IGNORE. A DIRECT LINK TO HONG KONG WOULD BE AN EXTREMELY ATTRACTIVE OPTION TO THEM FOR REST, RECREATION AND INDEED FOR THEIR ROUTES HOME. AT THE MOMENT THE MALAYSIANS, SINGAPOREANS AND THAIS ARE CREAMING THIS PARTICULAR POT. THERE IS ALSO A CONSIDERABLE BUSINESS FLOW BETWEEN PHNOM PENH AND HONG KONG WHICH SUCH A ROUTE WOULD SERVE AND INDEED ENCOURAGE.
3. MSA, SILK AND THAI INTERNATIONAL DO NOT SEEM TO FIND THE RISKS OF FLYING TO PHNOM PENH UNACCEPTABLE. THE SITUATION LOOKS A LOT WORSE FROM OUTSIDE THAN IT DOES FROM HERE. THERE ARE OF COURSE NO
