In view of this exercise that we are going to

conduct, it will not be convenient to arrange for any talks

for the two sides before mid-September.

It is our

understanding that this is also a period of time when

relatively more people on your side arrange to go on leave.

With regard to the question of confidentiality of

the confidential information (classified intelligence) to

be exchanged between the two sides in off-site emergencies

at the Guangdong Nuclear Power Station, the expert teams of

the Guangdong and Hong Kong sides have already reached

consensus on the seven items on the Agenda after numerous

rounds of talks in the past year, except for the "question

of confidentiality". It is also the wish of your side to

take "follow-up" action on the consensus reached.

Follow-up action has all along been taken by our side.

However, as the question of confidentiality remains

outstanding, there is some difficulty in the exchange of

confidential information (classified intelligence) and

implementation of the entire consensus has also been

affected. Any consequence thereof is none of the

responsibility of our side. This is because keeping the

confidentiality of any confidential information (classified

intelligence) provided is a basic requirement stipulated in

the two IAEA Conventions, namely, the Convention on Early

Notification of a Nuclear Accident and the Convention on

Assistance in the case of a Nuclear Accident or

Radiological Emergency to which both governments of the
