Hong Kong delegation Leader to write again to his counterpart to express his concern over the Lack of progress in the discussion of on-site matters, and the delay in the implementation of the off- site arrangements already agreed. To expedite the talks, he might suggest convening a short one-day delegation meeting, immediately preceding the next expert meeting, to enable the two sides to clear away any possible misunderstanding regarding the scope and coverage of the signed MOU and to agree on how to implement immediately the off-site arrangements already agreed.
11. We are at the same time considering whether there is any scope for exerting pressure through prominent local personalities with access to and influence on Chinese officials and leaders. We would welcome any comments or other suggestions you or Peking may have on the way forward. Would there be any merits in a further approach . by the Embassy, given the indication in para. 9 that the strings of the Guangdong Delegation are being pulled from Peking?
