From 20 September to 22 September 1993, the Hong Kong Government and the Guangdong authorities held a second delegation meeting in Hong Kong on the subject of emergency co-operation in the event of a nuclear incident at the Guangdong Nuclear Power Station. The meeting was conducted in a friendly and sincere atmosphere.

Both sides unanimously considered the development and construction of the Guangdong Nuclear Power Station to be an excellent example of successful co-operation between Guangdong and Hong Kong. The completion and commissioning of the nuclear power station will greatly boost economic development in Guangdong and Hong Kong. The power station has been completed to the highest international safety standards. However, to take account of all possible contingencies both sides have to be prepared to respond to nuclear emergencies. Close co-operation between Guangdong and Hong Kong is essential in this area.

At the meeting, both delegations commended the expert group for its hard work over the past months in discussing various technical matters. The delegations also reviewed and further discussed the consensus papers prepared by the expert group. These papers covered the exchange of emergency information and mutual assistance in the event of a nuclear incident having a radiological impact on people in the surrounding areas. The consensus papers were confirmed in the form of a Memorandum of Understanding signed by the two sides.

Under the Memorandum of Understanding, the Guangdong Emergency Committee Office will notify the Hong Kong Government immediately of all off-site emergencies, whether or not they may affect Hong Kong.

Both sides have also undertaken, in the event of an off-site emergency at the Guangdong Nuclear Power Station, to exchange information promptly about the facilities or activities involved; the estimated or established cause and foreseeable development of a nuclear accident; the prevailing and forecast meteorological conditions; the nature of the radioactivity release; the results of environmental monitoring; the off-site protective measures taken or planned; the predicted behaviour of the radiological release.

The Memorandum of Understanding will ensure that Hong Kong is fully informed of any potentially threatening accident and that
