1. Text of unilateral declaration by the Hong Kong side on release of information as follows:
BEGINS:
In signing the Memorandum, the Hong Kong side wishes to make it clear that Consensus Paper No. 3 has been accepted on the basis that they would be obliged to release to the public any information made available by the Guangdong side which the Hong Kong side judged necessary to protect the health, safety and social stability of the Hong Kong public.

Text of provision on release of information in Consensus Paper No. 3 as follows:
BEGINS:
In accordance with the requirements of public health, safety, social stability and the relevant provisions of the Convention on Early Notification of a Nuclear Accident of the International Atomic Energy Agency, both sides agree to make use of all the emergency information provided by the other side prudently and responsibly at all times.
