Summary

Discussion of on-site issues continued in the eighth round of expert talks held in Hong Kong on 25 and 26 November. No progress was made. The Guangdong side was unwilling to move. They also continued to stall over the implementation of the arrangements already agreed for off-site matters.

2. The meeting went over almost exactly the same ground as the Last meeting.

We explained again our two main objectives, namely to improve our emergency response ability, and thereby to reinforce public confidence. We then focussed on our two basic requirements:

a) the establishment of a direct two-way communication channel for information exchange and consultation on all nuclear emergency situations and other incidents which might cause public concern;

and

b) prompt and direct notification, within specified time limits, of all emergency standby, plant emergency and site emergency situations.

We explained that these two requirements were essential for achieving our objectives, though we indicated that we might be able to be more flexible about our other requirements for the provision of technical data.

The Guangdong side's response was totally negative. They argued that a direct communication Link was already provided under
