It is worrying that, despite the Hong Kong delegation's best efforts and our lobbying here, the Guangdong side have been unable to show significant flexibility . A new approach is called for, and we think Hong Kong's suggestion of Lobbying senior Chinese officials through prominent local personalities is more likely to succeed than another demarche by the Embassy.

2. However if the Hong Kong delegation leader writes to his counterpart we could send Chen Zengqing a copy of the letter.
