If either side wishes to include in its news release general information provided, and not yet released by, the other side, it should notify the other side and respect the views expressed by the other side. As regards emergency information exchanged through the direct communication channels or through the NCNA Hong Kong Branch during an off-site emergency situation of the Guangdong Nuclear Power Station in respect of the plant engineering conditions, reactor safety conditions, specific details of the nuclear accident, monitoring and assessment results, casualty situation, emergency response of the other side, emergency measures, etc., the information should be kept strictly confidential. Before written agreement is obtained from the other side, such information shall not be disclosed, disseminated, and released to the public. If the information is disclosed or disseminated or released to the public without permission, the side disclosing the information will bear the full consequences (including interruption of the exchange of emergency information).
