version of the DBCP to the hotel for review by the experts. The balance of the day and evening was spent in reviewing the plan and developing recommendations.

On Wednesday, February 24, the experts met with Mr. Petersen to discuss the results of their review and suggest changes. Several critical areas were identified to Mr. Petersen, and specific wording changes were recommended. particular concern to the experts were: 1) the process for activation of the Plan, and the need to clearly define several different response levels, and, 2) the pre-determined protective actions planned for the Mirs Bay area. The experts offered to draft suggested changes to several sections to deal with these issues. In the afternoon, the experts met with representatives of several key departments of government to address technical questions regarding their role and participation in the response. Representatives of Water Supplies, Food and Agriculture, Electrical and Mechanical Services and Health Departments were present.

On Thursday, February 25, the experts met with the Exercise Planning Team to go over the expanded scenario outline and messages developed since the prior week's discussions. The discussion centered primarily on the timing and content of likely IAEA communications in the event of a nuclear emergency, and the role that the Agency might take in providing assistance. In the afternoon, the Exercise Planning Team and the experts met with the Technical Working Group. The Working Group presented the results of preliminary radiological calculations and asked for the expert's advise regarding the types and levels of contamination that should be reflected in the exercise data. The experts advised a moderate downward reduction of dose rate and contamination levels in the northern New Territories, but basically concurred with the proposed outline of radiological impact.

On Friday, February 26, the experts drafted proposed changes to the DBCP to incorporate the more significant comments discussed with Mr. Petersen on Wednesday. The proposed changes were provided to Mr. Petersen for his
