A scenario for the warm-up exercise to be conducted one week before BASILAR was discussed, and the expert recommended a set of plausible events that would provide for activation of the Hong Kong Government's response, yet have minimal radiological impact.
Thursday, February 18, the expert and Mr. Weiss, who arrived in Hong Kong the previous day, met again with Mr. Ian Petersen to discuss technical and policy issues related to the DBCP. Topics covered included:

The proposed evacuation zone and countermeasures strategy

The expert and Mr. Weiss agreed to perform a detailed review of selected parts of the DBCP upon their return from China. They then departed from Kowloon station at 1455 local time enroute to Shenzhen and the Daya Bay Nuclear Power Station.
