Thank you for the draft speaking note for use with the Chinese side in informing them of the further amendments proposed by the Swedes.
We think the line we need to take with the Chinese side should be on the following lines: we should explain that the proposed amendments are improvements to the text arising from a change to Swedish law and practice; that they bring the text closer to that of the model agreement; that they will be beneficial to Hong Kong and explain why; that we therefore confidently assume that the Chinese will have no objection to the changes; and that we therefore plan to sign the agreement in (say) January or February. I have accordingly slightly recast your draft.
It seems unlikely that the Chinese side will raise any objections to these changes, but I do not think we will be able to proceed to signature without a response from them. If the Chinese do not give us a timely response, we shall of course use the weekly meetings to remind them of the approaching date for the planned signature, and the need to tie up this loose end before then.
