FREEMAN'S FAX LETTER OF 19 NOVEMBER TO SHANNON, SECURITY BRANCH: UK OBSERVER TO EXERCISE VULGATE

1. If you have no objection we have identified a senior UK police officer who we would like to act as our observer at your exercise. We will meet the cost of his travel and accommodation from our AUS travel budget. Deputy Assistant Commissioner (DAC) Roy Ramm is the UK National Director of Negotiator Training. For a number of years he has also worked closely with our hostage negotiating training teams. He is therefore familiar with our Counter-Terrorist exercise programme, both in the UK and overseas, and the roles of all senior players.

2. DAC Ramm is booked on flight BA 27 arriving Hong Kong 231800 hrs local time. We should be grateful if he could be met at the airport and if suitable accomodation could be arranged for five nights. He will hold an open-dated return ticket. We should also be grateful if you could arrange for Class A subsistence to be paid locally (HKD 1900 per day). Please charge to Mr Bone's AUS Travel Budget Code 10632 subhead DCE.

3.

We should be grateful if he could be given a full briefing and as wide an access as possible to all elements of the exercise. If required, he would be quite prepared to offer his experience to comment on the handling of the exercise and the role of the individual players.
