Further to my minute of 16 September, I have received the attached letter from Miss AU King-chi. I should be grateful for your advice on how best to reply. In particular, how should I deal with the request in paragraph 12 for copies of the legal advice I have received? You will recall that Mrs Sullivan took a different view to you and the DTI solicitor, but that this was not surfaced in my reply to Hong Kong. Copies of the relevant backpapers are attached.

2. I have not copied either Olivia Nip's letter of 16 September or Miss Au King-chi's letter to DTI yet, but Mrs Sullivan (IPPD) and Mr Mangat (DTI/sols) will both need to see them at some point. Would you prefer me to copy them to them for information only at this stage, or would you like me to seek their comments?
