As agreed, I am updating you on the latest situation in connection with my proposed meeting with you on the afternoon of Monday, 18 October.

In our letter of 16 September 1993 to you, we informed you that we are proceeding to introduce local legislation urgently to provide

Our

proposed Bill brings certain copyright-related provisions of the Cable and Broadcasting Act 1984 ("the 1984 Act") which suit the Hong Kong circumstances into Hong Kong law. It would achieve the same purpose as would have been accomplished if the 1984 Act could have been extended to Hong Kong by an Imperial Order as we had originally envisaged. The main provision of the proposed Bill seeks to incorporate into Hong Kong's copyright regime certain copyright-related provisions of the 1984 Act, namely section 22 (Copyright in cable programmes), section 23(1) and (3) (Inclusion of broadcasts in cable programmes),
