As for the contractual solution suggested by Mrs Sullivan in para 9 of her letter, Mr Mungat says that this idea was not his and he has some doubts about whether it would provide adequate protecton. Moreover, neither he nor I are in a position to judge the practical implications of proceeding in this way. Nevertheless, HKG may wish to consider this as temporary stop-gap measure if legislation cannot be enacted within the required timescale. I suggest you put it to HKG, but make clear that the suggestion originates from the Patent Office, and we are unclear as to its workability.
