I refer to earlier correspondence with you by Ms Rebecca Pun and Mr Peter Harrison of this Branch on the captioned subject. I hope I do not create confusion by introducing myself as the third person in the Branch dealing with the subject, but all three of us belong to the Broadcasting Division of the Branch.

We are grateful for your help in seeking to extend the 1984 Cable and Broadcasting Act 1994 to Hong Kong by an Order in Council. We note that every effort has been made on FCO's part to proceed with action but because of the Parliamentary recess the extension might not take place before Wharf Cable's launch, which is now set on 31 October 1993. We have alerted Wharf Cable to the timing problem, and one can understand their eagerness in getting copyright protection for their cable programmes as quickly as possible. Other than expressing concern on the timing, Wharf Cable is also seeking early confirmation that an extension of the Cable and Broadcasting Act 1994 legally viable route to take.
