Convention No. 115: Radiation Protection. 1960
Direct request 1992
United Kingdom
Hong Kong
I. The Committee notes from the information provided in the Government's report that the maximum permissible doses and amounts of ionising radiations to which a worker can be exposed are kept under constant review by the Radiation Board, established by the Radiation Ordinance, Chapter 303, revised in 1982. In this regard, the Committee would draw the Government's attention to its General Observation under this Convention which sets forth the new recommendations made by the International Commission on Radiological Protection in 1990 (Publication No. 60) concerning maximum permissible dose limits for exposure to ionising radiations. The Government is requested to indicate in its next report the measures taken or envisaged to revise the maximum permissible dose limits in the light of current knowledge, in conformity with Article 6. paragraph 2, of the Convention, and to indicate also, in conformity with Article 3. paragraph 1, any steps taken to ensure the effective protection of workers' health and safety against ionising radiations in relation to the other matters raised in the conclusions to the General Observation.
II. The Committee notes that the information provided in the Government's report contains no reply to the General Observation of 1987. The Committee would now call the Government's attention to paragraphs 16 to 27 of its General Observation under this Convention which concern the limitation of occupational exposure during and after an emergency. The Government is requested to indicate whether, in emergency situations, exceptions permitted to the normally tolerated dose limits for exposure to ionising radiations and, if so, to indicate the exceptional levels of exposure allowed in such circumstances and to specify the manner in which these circumstances are defined.
