a proposal: to increase
thé coverage of severance payment under
the Protection of Wages on Insolvency Fund; and
a proposal to revise the Pneumoconiosis Compensation Scheme.
To cope with the increasing range and complexity of matters which require the Board's attention and to encourage greater participation by employers and
and workers, committees on special subject areas have been set up by the Board. The committees are :
(a)
Committee on Employment Services;
(b)
Committee on Labour Relations;
(c) Committee on Employees' Compensation;
(d)
(e)
Committee on Industrial Safety and Health; and
Committee on Implementation of International Labour Standards.
The matters covered by Article 5 are primarily the responsibility the Committee on the Implementation of International Labour Standards which was set up in 1978 with the following terms of reference :

relating to :
Commissioner for Labour on matters of principle
(a) government replies to questionnaires concerning items on the 'agenda of the International Labour Conference and government comments on proposed texts to be discussed by the conference;
(b)
(c)
(d)
considerations involved when making appropriate declarations on conventions ratified by the United Kingdom Government;
re-examination at appropriate intervals of conventions with the declaration of "decision reserved", or "applied with modifications", and to consider what measures might be taken to promote their implementation or, where appropriate, to improve their declaration;
arising out questions
of reports to be made to the International Labour Office;
(2) The committee shall meet at least once a year.
Where such matters involve major policy issues, the committee will submit recommendations το the Labour Advisory Board for consideration. During the period under review, the committee met twice to consider progress in the application of International Labour Conventions in Hong Kong and to review the application of International Labour Conventions in Hong Kong. This included :
