GENERAL PROVISIONS
The
United Kingdom Merchant Shipping (Crew Accommodation) Regulations as stipulated in regulation 3 of these regulations apply to every British ship for the time being registered in Hong Kong, including vessels between 200 and 500 tons, but excluding a fishing boat or pleasure yacht. By virtue of section 18(3) of the Merchant Shipping Ordinance, the Director of Marine is vested with the power to exempt small vessels generally and also in respect of particular ships from the requirements on crew accommodation.
A tripartite Sub-committee on Crew Accommodation was set up on 24 September 1996 under the Consultative Committee, Ship Personnel Management to advise
on proposals for legislation concerning crew accommodation and to advise the Director of Marine on permitting variations ΟΙ exceptions to any requirements of Convention Nos. 92 and 133 for vessels registered or proposed to be registered as British ships in the ports of Hong Kong.
With regard to the Direct Request made by the Committee of Experts in 1990 concerning the granting of exemptions from regulations relating to crew accommodation, the Hong Kong Government would like to report that generally, the exemption under section 18(3) of the Merchant Shipping Ordinance is granted on condition that the fitting/arrangement for which the exemption is sought complies with
with the ILO standards. The Director of Marine has granted the following exemptions from full compliance with the Merchant Shipping (Crew Accommodation! Regulations 1978:
