In the UK, the Department of Health is the lead department on domestic implementation of the Convention. They are due to submit their first report in January 1994. have spoken to them about your concerns. There are many NGOS who are interested in the CRC here. As a result, the Children's Rights Development Unit was set up in 1992 with the primary objective of promoting the full implementation of the CRC in the UK. This independent unit has the support of all the major child welfare NGOs. The aim of the CRDU is to work in collaboration with as wide a range of individuals and organisations as possible to (i) promote awareness of the Convention and (ii) monitor its implementation. The CRDU is compiling a parallel report to the Department of Health's for submission to the examining Committee on the implementation of the Convention. Amnesty International may or may not have been one of the many organisations contacted by the CRDU but they would not have been one of the major organisations involved.
Finally, the Department of Health has not so far consulted the CRDU or any other NGO while drafting its report under the Convention. It does intend to circulate the report

to the CRDU and other NGOs before it is finalised. views will be taken into account where appropriate. This process is due to start in about two weeks, after the Minister of health has seen the report, but before submission to the Committee on the Rights of the Child.
