Thank you for your letter of 25 June. It was good of you to give me such a full account of your talk with Jiang Zemin on Hong Kong, as well as sending me a copy of the Interaction Council's report.
I read with interest your and Michael's notes on your talks with Jiang Zemin. It was helpful that you emphasised the need to proceed by negotiation and agreement over Hong Kong. now making some progress in the talks - although not as much as we would like.
Your encouragement to the Chinese side to take a sensible approach can only be useful in securing a successful outcome.

I am attaching herewith a statement which resulted from discussions by a group of former heads of government held recently in Shanghai. You will see the composition of the group on page five of the document. The statement is being sent to a number of government leaders with a request that it should be considered by you and for any observations that you might care to make.
In addition, I had a long, private discussion about the future of Hong Kong with Jiang Zemin, the President of China. I gave a copy of the note that Michael Callaghan, my son, made at the time to our ambassador Robin McLaren. I am attaching a copy herewith in case you would care to glance at it. Robin McLaren is doing all he can in difficult circumstances, placed as he is between Hong Kong and London, but the time might come when he could do with some direct ministerial backing on the spot.
