LETTER FROM LORD CALLAGHAN
His
one Thank you for your letter of 25 June enclosing a letter to the Prime Minister of 23 June from Lord Callaghan. Lord Callaghan visited China for discussions of the Interaction Council. letter enclosed a copy of the Interaction Council's final statement, and a record of his meeting with the President of China, Jiang Zemin. As requested I enclose a draft reply for the Prime Minister's signature and a summary of the enclosures to Lord Callaghan's letter.
Lord Callaghan was briefed by the Foreign Secretary and the Governor of Hong Kong before he went to China. While he spoke as a private individual to President Jiang Zemin his main message that the Chinese should move on to negotiating matters of substance was helpful. Jiang, in the main,

We have drafted the reply from the Prime Minister on the assumption that OPD (K) endorses the Foreign Secretary's proposal that he pay an early visit to Peking. If OPD (K) decides that he should not go, the draft wil need amendment.
