SECRETARY OF STATE'S MEETING WITH QIAN QICHEN

1.

As it appears more likely that there will be a meeting in New York between The Secretary of State and Qian Qichen, I think we should begin thinking about the agenda for the meeting.

2.

Of course the main concern will be democratic reform and the progress in the talks, but I believe it would be tactically unwise not to press the Chinese on other issues. In addition to the 1994/95 elections I believe the meeting should discuss

i) Lack of progress in the JLG: Perhaps handing over an update on the work programme handed over last year pointing out that progress in the JLG had stopped even before the Governor's proposals were made public.

ii) Lack of a Chinese response to the new proposals over the Airport (detailing where we see the Chinese in breach of the Airport MOU?)

iii) ( If appropriate) Failure of the Land Commission to agree the 1993.94 Land Disposal Programme.

iv) UK/China bilateral relations (including Jardines?)

3. I accept that the tone of what the Secretary of State will say will depend to a large extent on what progress if any is made in the third round of talks, but I think we should begin considering the agenda for the meeting. If, for example, CAB are to produce an updated version of the JLG work programme, they will need some advance notice.
