SECRETARY OF STATE'S SIXMONTHLY MEETING WITH QIAN QICHEN
1. On the assumption that the Security Council Foreign Minster's meeting will go ahead on 21 May, we have been giving some that ought to the agenda on bilateral issues for the Secretary of State's meeting with Qian Qichen. Obviously time will be very tight, but we suggest the following:
i) Arrangements for the 1994/95 elections in Hong Kong
ii) Lack of progress in the JLG: Perhaps handing over an update on the work programme handed over last year pointing out that progress in the JLG had stopped even before the Governor's proposals were made public.
iii) Lack of a Chinese response to the new proposals over the Airport (detailing where we see the Chinese in breach of the Airport MOU?)
iv) (If appropriate) Failure of the Land Commission to agree the 1993.94 Land Disposal Programme.
v) UK/China bilateral trade relations (including Jardines?)
vi) Human Rights.
2. I would be grateful for your views on whether this looks right. I assume that UND will be leading on the briefing as usual, but it would be as well for us to coordinate our contributions.
