SECURITY COUNCIL MEETING AT FOREIGN MINISTER LEVEL: 21 MAY:
PROPOSED BILATERAL WITH THE CHINESE FOREIGN MINISTER

It is still not certain that the Security Council meeting at
Foreign Minister level will take place on 21 May. If it does,
the Secretary of State will attend. Before we received your
telnos 665 and 666 with Qian's reply to the Secretary of State's
recent message, we had consulted the Secretary of State about a
bilateral with Qian. The Secretary of State has decided that,
given the heavy load of Bosnia business, there will not be time
full bilateral with Qian on 21 May (the Secretary of
State's programme means that he can only spend the day of 21 May
in New York). But he is willing to have a short talk with Qian
in the margins, to reinforce the main points on Hong Kong.
