The PRC is not yet a party to the Convention and presumably therefore does not participate in the activities at the IOPC. But that would not necessarily prevent the PRC from finding out what was going on; and

the approach to the Director and the IOPC would need very careful low key handling. The advice of the FCO on this would be essential.
