We spoke. You advised that a telegram had gone to Hong Kong on 21 September, saying that we had no comments to make on the draft speaking note contained in telno 1448 from Hong Kong.

I would be grateful if you could now ask Hong Kong to chase the Chinese for a decision as to whether we can include Hong Kong in the UK's ratification of the Final Acts assuming that exerting such pressure will not have undesirable knock-on effects on our wider negotiations with the Chinese.

3. The DTI's concern is that they are ready to publish the Command Paper on the UK's ratification, which will be laid before Parliament. If they are to meet their deadline of January 1994 for ratification, they need to know Hong Kong's intention soonest.
