UPU: HONG KONG ATTENDANCE AT EXECUTIVE COUNCIL

Last week I sought your advice about the possibility that Hong Kong might wish to attend the forthcoming session of UPU's Executive Council as part of the United Kingdom delegation.

2. I attach a copy of a letter which Sybil Smith has today written, seeking our early views in the light of new information from the Hong Kong postal authorities.

3. Given the Executive Council takes place later this month, I should be grateful for your advice by 14 April on how to respond to the Hong Kong request.
