UPU: HONG KONG ATTENDANCE AT EXECUTIVE COUNCIL NOT ON FILE

Thank you for your letters of 22 March and 5 April about the request from the Hong Kong Post Office that their representatives attend the forthcoming session of UPU's Executive Council as part of the United Kingdom delegation.
I attach a copy of a letter from the Hong Kong Government Secretariat to the FCO's Hong Kong Department (HKD) about this matter. We note that the Hong Kong Postmaster General has told the Secretariat that "the function in question" is a meeting of a working group of the Executive Council, and not a meeting of the Council itself.
3. Since the Chinese agreed in 1986 that, following 1997, Hong Kong could "continue to attend UPU meetings as a member of the Chinese delegation", HKD believe there is a clear implication of agreement to Hong Kong attending in a similar status vis-a-vis the United Kingdom at present, and therefore have no objection to Hong Kong attending as proposed.
