Ping, was recently quoted as saying that the project would need to be discussed by the Joint Liaison Group because of the differences between the two sides over the timing for
implementation of the project. LegCo members are concerned that the boundary issues might again delay or even hold up the project. This paper will examine what the Government's position should be on this project in the light of these
latest developments.
Progress to date

Since the Joint Working Group was reactivated in July last year, it has met twice and endorsed the following preparatory works for the project

a EIA study for stages I and II of the project which will take about 15 months to complete. Tenders were invited in end August. The study will commence in December, and a preliminary study report will be available six months after commencement.

Taking into account the time required for the preparatory works and other necessary procedures such as land resumption and seeking approval from the Finance Committee for funds, the estimated commencement date for stage I is mid to late 1995. This programmed date is based on the assumption that the EIA study results do not require major changes to the agreed design of the project.
