Shenzhen River Regulation Project
Background
The Shenzhen River Regulation Project is a joint project between Hong Kong Government and the Shenzhen Municipal Government. Discussion commenced in 1980. A Joint HK/Shenzhen Working Group on Shenzhen River Control was set up in 1982. Having agreed on the scope of the river project which would be divided into three stages (plan of the project enclosed), a Memorandum of Intention was signed in 1986 for the construction of the stage I works. (Stage I straightens
the bends at Lok Ma Chau and Liu Pok; Stage II covers the . remaining stretch of the river from Lo Wu to estuary; Stage III covers the section from Lo Wu upstream to Muk Wu.) In 1988, the project was shelved because it was necessary for the two sides to consider the boundary implications of the river project before proceeding with it. In 1992, the Chinese side indicated its agreement in principle that the future boundary of administration for Hong Kong should follow the river after realignment. Consequently both sides agreed on this basis to resume the preparatory works for the project.
Problems

The project has attracted considerable attention from the media and LegCo members after the serious flooding brought about by Typhoon Dot to the North District. Pressures have been mounting from both the Chinese side and the community for advancing the completion of the river project. The Shenzhen
