The TDS consultation documents and extracts from the

Stage 1 report and associated plans might also be made available

to provide a basis for informal exchanges of views. The full

stages 1 report should, however, be kept under a restricted

classification as certain information it contains comes from

semi-official sources.

Recommendation

9.

The Committee is invited :

(a) to note the outcome of the Stage 1 Studies

as outlined in the attached report;

(b)

to note the proposal to proceed with Stage 2 Studies in paragraph 4 (c); and

to note the proposal to exchange
