Stage 2 Study

The Stage 1
report
contains a vast amount of
information that, for the first time, gives a comprehensive
profile of current development trends in the region and will help
provide a solid foundation for developing a view of the potential impacts on Hong Kong of
Hong Kong of a range of probable regional growth scenarios in the Stage 2 study. In that process, the Planning Department may need to have informal exchanges of views with the
appropriate Provincial, County, Municipal and Special Economic
Zone authorities. For the purpose, visits to Guangdong for working level staff of the Department (possibly with the study
consultants) may need to be arranged in consultation with the
Political Adviser, preferably during the TDS consultation period
(i.e. from October 1993 to December 1993). The purpose of the
visits would be fourfold:
(a) to obtain reactions from the Chinese authorities on
TDS consultation documents which have been
the
released to the public;
(b) to provide an opportunity for an informal interchange
of views and ideas on major planning and infrastructural proposals in Hong Kong and Guangdong;
(c)

to
seek first-hand information and briefings on
planning and infrastructural proposals in Guangdong Province that might have major impact on Hong Kong development; and
to strengthen contacts with relevant Chinese planning
authorities and organisations.
