Thank you for your letter of 16 October suggesting the establishment of a Hong Kong-China Economic Co-operation Committee. This is a subject to which careful thought has
been given within the Government, but I have to say that we
continue to have some reservations about whether the
establishment of a formal committee would really be the best
way forward.
As you know a remarkable degree of cross-border economic co-operation has been achieved primarily at the
initiative of the private sector and without any direct Government involvement. The Trade Development Council and various local Chambers of Commerce and trade and industrial
associations have played an important role in the process of
fostering closer links. At the same time,. Government has
