(i)
The general principle of "one country, two systems" which entails a high degree of autonomy for HK people must be adhered to. The HK government should be able to enjoy full autonomy in regard to the study, planning and decision-making of infrastructural projects.
(ii) The cooperation and competition between HK and other Delta districts in the aspect of infrastructural development must be carried out in a fair manner on the basis of mutual benefit.
