Renewal of Most Favoured Nation (MFN) status for China by the US
GATT membership: China and Taiwan
China's MFN status expires on 3 July every year. The US President has to act by 3 June under the Jackson-Vanik amendment to the US Trade Act 1974 in order to extend China's MFN status for another year.
Both China & Taiwan are eager to become GATT members soonest.
President Clinton issued on 28 May 1993 an Executive Order to extend China's MFN status for 12 months with renewal thereafter subject to certain conditions including China's compliance with the 1992 bilateral agreement between the US and China concerning prison labour and making "overall, significant progress" in taking steps to begin adhering to the Universal Declaration of Human Rights. Kong will need to formulate a new lobbying strategy on the renewal of China's MFN status for 1994.
Hong
Slower progress made on both applications than originally envisaged. Neither is expected to succeed in 1993. The US has indicated that it may non-apply the Most-Favoured-Nation -obligation to China under GATT Article 35 so that China's MFN trading status in the US would still need to be renewed annually, as required under domestic US law.
