The Law Reform Commission published a report of its review of police powers in November

1992.

To anchor key personnel in Hong Kong.

UNHCR debt to Hong Kong

A motion debate put up by Hon Mrs Selina CHOW in May 1993 to urge the Government to take into account public views was

supported. We have issued a letter to all Members of LegCo to inform them of our public consultation strategy. We are examining the LRC recommendations one by one in conjunction with AGC and the disciplined services. We have sorted out some fundamental issues and have examined with the first few chapters of the Report.

Applications received in the first phase are being processed. Registration certificates have been issued to about 35,000 families.

The indications are that donor countries will not make any contributions in 1993 to assist UNHCR to repay its debt to Hong Kong. When this is made public, we can expect renewed calls for HMG to increase funding for the Vietnamese migrant problem. There may also be criticism that our efforts to secure repayment of the amount outstanding are inadequate.
