LegCo panels will be formalised on 13 October 1993 upon amendments of relevant Standing Orders.

LegCo Debate on CFA held on 4 December 1991 and passed motion calling for more flexibility by CFA to invite overseas judges to sit on it than had been agreed by the British and Chinese Governments. Renewed public interest in the CFA issue as time is running out for the of establishment of the CFA before 1997. The Governor will reaffirm in his Policy Address of

6 October 1993 that legislation is proceeding on the basis-of the Sino-British agreement.

China sensitive about changes to the LegCo System.

China highly sensitive about the CFA issue; to be consulted through the JLG once the draft bill is ready.
