This would mean that all the material on a given country or group of countries would be found in the same place in the document, and not, as currently set up, split into "International Affairs" and "Internal Affairs". The current sections on "Military Affairs" and "Space" would still stand.

It is felt that this would make much more sense to the reader, would give the documents a coherent internal structure which they currently lack, and would improve accessibility.

Relocation of Greece, Turkey and Cyprus section

The section containing material on Greece, Turkey and Cyprus is currently published in SWB Part 4. Because of the strong Balkan connection, Monitoring is proposing that this section, dealing with relations between the three countries, be published in Part 2, which covers the rest of the Balkan region.

Items of cross-regional Interest

In order to meet the needs of customers who do not receive all the Parts of the SWB, Monitoring proposes that the practice of publishing material of cross-regional interest (e.g. a Yeltsin visit to China) in only one of the SWB parts be discontinued. It believes such material should be duplicated in all the relevant Parts, thereby giving all subscribers guaranteed access to all the material pertaining to the countries or regions of specific interest to them.

Monitoring proposes that all the SWB Parts make uniform use of the cover page of the publication to carry the headlines and page references of the most important stories to be found in the publication that day.

Standard Presentation of Items and Headlines

Monitoring proposes to adopt a uniform typographic style and simplified lay-out for all headlines and items published in the body of the SWB parts.
