1. I would like to apply for funds from the Department's entertainment budget in order to take Pan Hejun and one other official from the Chinese Embassy to lunch. Mr Marshall would also attend.

2. Pan Hejun is a Second Secretary and is our liaison point at the Chinese Embassy when the JLG meets in London. Mr Marshall should certainly get to know him: they will be in almost daily contact during the month preceding the London JLG.

3. Lunch for four people will come to between £60 and £80.
