A resolution on Hong Kong adopted by the Chinese People's Political Consultative Conference in March 1993 was amended by the deletion of the words "on schedule" (an gi") in the sentence: "The conference believes that the

Chinese Government is resolved and capable of resuming the

exercise of sovereignty over Hong Kong"

Qian Qichen quoted Deng Xiaoping as saying that it would not be correct to say that failure to maintain prosperity in Hong Kong would affect the development of China it would be an incorrect policy if China's

development were to be solely dependent on Hong Kong's prosperity. He added that Deng had said that if there were serious disorders in Hong Kong China would be obliged to

make an earlier announcement of the timing and method by

which it would recover Hong Kong (WWP 18 July 1993).
