China. He added that following signature of the MoU the British had introduced new financial arrangements which

were responsible for present difficulties on the airport.

He urged the British side to abide by the MoU and expressed

the hope that the airport could be constructed so as to

be open by 1 July 1997 (WWP 11 September 1993).

Lu Ping told a delegation of the Yan Chai Hospital

on 28 October that the question of the new airport was

completely unconnected with the political talks; he

believed that construction of the airport oculd go ahead in

accordance with the MOU (WWP 29 Oct 1993).

HONG KONG PERMANENT RESIDENTS

Lu Ping said the present definition of Hong Kong

permanent residents was different from that of the Basic

Law and Hong Kong.law should be amended accordingly (Hong

Kong press 20 August 1993).

FREEDOM OF MOVEMENT INTO AND OUT OF HONG KONG

K1.

Lu Ping criticised a remark by the Chief Secretary

that the Han Dongfang case had aroused concern in Hong

Kong. Lu referred to the provisions of the Basic Law on

Hong Kong people's freedom of movement. In response to a

question whether people like Martin Lee and Szeto Wah would

be treated similarly to Han, Lu said that China would act in accordance with the law (Hong Kong press 3 September 1993).

Qian Qichen told members of the Liberal Democratic

Foundation on 4 September 1993 that after 1997 the Chinese

Government would definitely guarantee the rights of Hong

Kong residents to enter and leave the territory (TKP 5

September 1993).
