Speaking in Toronto, Zhu Rongji said that he did
not find that the Hong Kong question had been
internationalised; it was it was between China and
Britain. The talks could only be successful as a result of
strict adherence to the JD and Basic Law. He said that it
would be very difficult to co-operate over economic matters and maintain prosperity in Hong Kong if the talks did not go smoothly (HK press 25 May 1993).

Lu Ping said that if the British side submitted the Governor's proposals to LegCo this would mean that the British side were unwilling to co-operate with the Chinese over a smooth transition. In the circumstances it would be
difficult to say that Hong Kong's economy would not be
