Speaking in Toronto, Zhu Rongji said that he did
not find that the Hong Kong question had been
internationalised; it was it was between China and
Britain. The talks could only be successful as a result of
strict adherence to the JD and Basic Law. He said that it
would be very difficult to co-operate over economic matters and maintain prosperity in Hong Kong if the talks did not go smoothly (HK press 25 May 1993).
