question of a debate on Hong Kong before Christmas.

Since you wrote, you will have heard that the Governor

has announced to LegCo that he will be bringing forward

draft legislation on the more urgent electoral issues

before Christmas. I enclose a copy of his statement.

know that there will be considerable interest in the House

in these developments. I am therefore planning to offer an

oral statement at the earliest opportunity, which is on

Monday 6 December.
