I note what you say about China dismantling the legislature in 1997. But I would not accept it as certain in that they will decide to do that as one of the first acts of sovereignty, with all the risks to their international standing. In any case, we have a plain duty to administer Hong Kong to the best of our ability; that is what we are aiming to do.
