Lord Young rang me yesterday evening to say that

he and Lord Sharp had had dinner with the Chinese

Ambassador on Wednesday 24 March. Ma had been at great pains to impress on them that China wanted talks with

Britain. He said that our talks about talks had broken

down over the smallest details. His other main point,

reiterated with emphasis, was that we were not now in the

year 1842:

on China.

Britain should not attempt to impose deadlines

Lord Young told me he would be very willing to

visit China and carry any message that the Government

wished to give him. There was a new Telecommunications

Minister in Peking which would provide a plausible pretext

for a visit. He could leave at any time. I said that we

were grateful for the offer. I would consult and would be in touch with him.
