1. Sir J Coles briefed Mr Goodlad on his conversation with Lord Young, as set out in his submission of 26 March, this morning. Of the two options in paragraph 4 of the submission, Mr Goodlad favours the second ie that Sir John Coles should ring Lord Young and say that Ministers were grateful for his offer; saw no scope for an emissary at present; but wished to establish talks with China.

2. PS/Baroness Chalker rang this afternoon to say that Lord Sharp (also present at Lord Young's dinner) had today relayed a message from Ambassador Ma. This was "please tell Baroness Chalker my people want consultation not confrontation".
