It is hard to understand why the Government has choosen to introduce such a major change to the civil service at a time when nothing has changed for so many years.

The Chinese side has no plans to exclude expatriates from the civil service but it is concerned about convergence of the civil service in 1997.

The localisation policy and the "HK people running HK" concept are related. The new policy will in fact end the localisation policy.

Localisation is not limited to the civil service. It also covers legal and judicial matters and the recognition of

professionals by local bodies. The HK people in "HK people running HK" refers to HK Chinese.

The Government must be fully responsible for all consequences arising from its high- handed manner in dealing with the civil service issue.

The "temporary" policy will have a lasting effect of keeping British officials in key posts of the SAR Government. Britain's real motives are:1. To see that there will not be a smooth transition, giving an impression that HK's prosperity and stability depend on Britain. 2. To place the Bill of Rights (BOR) above HK's executive-led operation. 3. To elevate the, status of Legco by provoking unions to

block the policy by way of a private

member's Bill. 4. To bypass the

consultative mechanism as stated in the JD and to undermine the role of JLG.
