A recent press report that the British side will raise counter-proposals on the functional constituency and Election Committee arrangements indicates that it has disclosed the contents of the talks and

made public differences between the two sides. This is aimed at starting yet another round of "megaphone diplomacy".

Leaks have deliberately been made by the British side. Making public the differences between the two sides at the

negotiating table will not help the talks. It only shows that the British side keeps playing petty tricks to delay the talks so

as to enable the Governor to table his

reform package in Legco in October.

Wah Kiu Yat Po on July 30 and the HK Economic Journal on August 12 and 16 carried the British counter-proposals on functional constituency arrangements. In deliberately disclosing the contents of the talks, the British have violated the principle of confidentiality. The development also shows a lack of sincerity.

misleading the public.
